This dose sound pretty non-canon at the moment, so who knows what
other time line changes or power shifts have been done to Sammy.

Only if this government actually works. If the Rep for the Common
Demon is just a joke and the entire thing is a way for the Game to be
in even more power in Hell, then this can be even more dark. Instead
of a highly powerful and dark being in control, they have a entire
group calling the shots. It's a lot harder to dispose of or get the
upper hand on a group thats in control than if it's just Lucifer. And
unless a DP is in leafue with the DP group that is in power, life for
that Word could be a lot worse than canon Hell.
