I didn't get to actually edit the APG. It was basically at the printer

I would work with the core rules at this time. It's simpler. It is
also the way the FAQ works:

Mercurians cannot attack humans in any form: alive, undead, ghosts, dreamshades, blessed or damned souls, or Saints. However, Mercurians can attack demons, animals (although they risk Jordi's wrath), plants (although they risk Novalis's wrath), inanimate objects, and ethereals."
It is a common topic on the list -- and really, I should probably fix the
FAQ soon -- about whether or not Mercurians get dissonant for smacking
other angels. Honestly? I could go both ways on that. It'd be far simpler,
and really entirely in keeping with God's Will As Understood In IN, to let
it be a prohibition against hurting Humans Only.
This does not mean that Judgment won't be asking severe questions about
any Mercurians who go around smacking angels with intent to, well, smack.
Note that Mercurians of Judgment can use their Choir Attunement permissions
on all forms of human -- an astute reader pointed that one out to me
recently, and the FAQ, as I view it today, hasn't been changed yet.
