Nope, Kyrios of other angel can possess animals, and animal vessels are 
available to any Archangel's Servitors as designed by that Archangel.  
Jordi's angels *can* get human Vessels, but he rarely if ever *gives* 
them; even wearing human bodies, they would have to act in a way humans 
don't typically act.

As for Legion, the problem was not that he could possess multiple 
humans -- as Randy points out, any Demon Prince can multi-instantiate, 
and each can possess a separate human with the Shedite Resonance, 
though in fact Legion was not a Prince at the time.  It is, however, 
energy-intensive.  Legion consumed those he possessed, melding their 
Forces with his own.  While it might not have been a straight add-on to 
a 6/6/6 complement of Forces, he essentially had access to an 
ever-growing pool of Essence, Forces, and Hosts, and it is implied that 
maintaining this pool while adding new hosts was fairly easy.  He was 
surpassing anything even a Kyriotate Superior could accomplish, and 
quickly becoming a threat to humanity itself.  As humanity is the 
linchpin of the War, that meant both sides wanted him eliminated.
