Eli is unpredictable. Depending on how you want to characterize him,
there's several ways you might go. You could go the Illuminatus!
route and have Eli be the epicenter of a web of conspiracies and plots
and counterplots of overly intricate detail, due to his sheer chaotic
power, with the players unraveling one thread to find a new tangle
just behind it. Or you could go for a Carollian feel - tracking Eli
and dealing with his chaos is a grand adventure that, while not safe,
is certainly never boring. Odd characters and strange happenstances
abound around him - not because of conspiracies, but because he is
Eli. Or maybe go for a less fantastic feel - a sort of film noir,
maybe, wherein Eli is the catalyst of a series of events, not
fantastic and bizarre, but odd and interrelated. Eli, as I see it,
has that as the key: interrelation. He's the lynchpin - as Creation,
he makes new things, and as Mercurian, he is of the choir of
connections. Eli connects events and creations by his nature.
