It doesn't have to be with an Archangel. Eli has the attunement of
Midwife (Mentioned in Superiors:Eli) where a Midwife and other angels
may create a new reliever. The total number of participants is equal to
Midwife's Celestial Forces and all participants contribute one force
each. However it is a rare attunement. 

Given the GURPS point count for it [55] and its rarity, it is probably
more or less equivalent to a Vassal Distinction. Yes, I know Eli doesn't
actually give out distinctions. :)
