Why assumed Demonic? Assuming it's just the Blues Brothers connection
that's keeping it a tether then wind would be my guess.
After all... they were on a mission from God.
Actually after reading the wiki you're right, some of that stuff is a
bit dark for an angelic tether.
Maybe it's been passed back and forth?
Around the time it was vandalised and cleaned out it could have passed
to theft (if that counts as changing hands), more recently my guess
would be Saminga (I doubt he would have been interested in the
symbolic death of the mall but the rape murder should suffice) then
the asbestos find could give Vapula a chance to get a hand in.
