It is not "suddenly" throwing Discord onto a player,
nor is will the dissonance result from a generic "non
demony" act.  The BASIS of the Dissonance condition
for Lilim is that it's dissonant for people to get a
favor from them without paying for it.  Ergo, in
sacrificing her hook *voluntarily*, she earns
Dissonance.
