Oh, come on.  Beleth so *clearly* never -really- Fell: she's been
regularly whacked by Lucifer with his Superior-level resonance to
think that she's Fallen.  Crueller to Blandine that way, and it keeps
Beleth focused on external events rather than internal ones.  It takes
a Asmodeus-level amount of drive to be able to punch through the Djinn
apathy, and if Beleth really Fell Lucifer would have to assign the
Marches to somebody else.  What?  The demons?  Who said that
Archangels can't make demons?  Oh, I'm sure that canon says so
somewhere, but then again canon says that Uriel slaughtered the Aztec
gods several centuries before there actually were any.

See?  Perfectly logical.  :)
