Djinn have the second highest status in Hell:
seemingly strange for a Band whose resonance cannot be
directly used to benefit the demon. The obvious
strength of the Stalkers is that their resonance can
last forever. 
But resonating on what?

Djinn can be divided into two groups, based on whether
they obsess over items or people. A new PC is likely
to focus on items, and with good reason: always
knowing where an artifact is, its' current state of
repair and any dangers it faces, makes these
overpriced resources somewhat more tempting. They are
harder for others to steal – easier for the Djinn to
steal from others. Further, attuning to your own
clothing provides a useful if unreliable form of
danger sense – anything that will damage your clothes
will probably damage you.
But if the item is stolen anyway? By someone stronger
than the Djinn? Then the Stalker needs to learn the
true power of his resonance, the power that may one
day hand them the world.
Attuning to a person, the Stalker will soon learn who
his attunee's enemies are, what their plans are, what
they desire. While a Cherub would be forced to defend,
the Djinn can ally with these threats, and introduce
them to each other. Welcome to The Game – in a
peaceful land, the Djinn can act as a convenient
witness for a police officer, ensuring anything from a
speeding ticket to the death penalty for murder. In a
war zone, the Djinn's resonance allows him to 'spot'
for artillery or aircraft: remember that mortars are a
dime a dozen in such places. During civil unrest, or
in Hell, the Djinn can rally lynch mobs to tear his
victim apart. In commercial settings, the Dinn can
attune himself to his victim's money and commodities,
helping suppliers and consumers "eliminate the middle
man".
The more chaotic the region, the more opportunities
for vengeance; yet the Djinn prefer stability. There
will always be potential allies and tools. But if
there are too many beings to punish, the Djinn's
ability to do so in threatened. Better from the
Djinn's perspective, to spend years stalking a single
foe, and wreak a fate on them that will be talked
about for years! Fear is a Stalker's friend,
eliminating the need for work. Welcome to Nightmares,
the ongoing effort to make people too terrified to
annoy the Djinn.
As society stabilizes, and becomes more obsessed with
punishing those who step out of line, the Djinn grow
stronger. They regarded the Communist bloc as a good
start, and obsess over braver, newer worlds. Worlds
with ever greater levels of paranoia: possible thanks
to the Djinn's power.
That guy cutting his arm – is he writing your name and
details into his flesh? If so, a Djinn attuned to him
can learn them by resonating on his state of health.
It's been 20,000 years since a Djinn last touched you
– is he still attuned? The money in your wallet, the
contraband in your pocket, the associate you walk
with: which of them is a Djnn attuned to?
Paranoid yet? The Balseraphs are paranoid, and with
good reason. The Djinn are there, scheming, ready to
take over the reins.
