Well Lilith is the obvious choice for a demon (kinda) who would *make*
a deal and you can handwave her enough resources to do just about
anything you like. She might also be inclined to help an undead since
they are trapped by their very nature, unable to affect what happens
to their forces when they shuffle off this corporeal coil. Of course
she'll want something pretty major in return.

Of course if Lilim is overkill too I'd imagine just about any demon
would be willing to make a deal if the price was right, although for
the kind of artifact you're talking about a technologist would be a my
choice. It kind of neatly explains away why no one has ever thought to
do this before and why the demon might give it up so cheaply: it's a
test run.
