Assuming Panthalassa was linked to the Marches the current pop-culture
pre-occupation with pirates might be related. Someone could be trying
to make sea-based domains more common or more powerful in an attempt
to use them to reach the real Panthalassa (assuming it wasn't
destroyed, just displaced) or to recreate it entirely.
The interesting question is who would be behind it? Nybbas would be an
obvious candidate (it was the Mouse that started this whole pirate
thing off after all) but such a project could appeal to Eli too or
Janus (for obvious reasons). The war factions of either side could be
for or against it depending on whether they thing a third front would
be worthwhile.
