Well, dead, thanks to Uriel - but the point of a
phoenix is that that won't stop it, right?

I'd treat it as a Gorgon, with the compulsory Disad of
Burning Touch; the Corporeal Song of Souls; and
Dreaming. Every time it is killed, it anchors itself
in The Marches and restores its body. (It'll also need
a way of regaining Body hits).
Oh, and many, many Soul Links to Genies - whether
Djinn or ethereals. Granted they're meant to serve the
Roc, but still...
