Hm.
In a high-Brightness, low-Contrast setting, Asmodeus is a cop. He's not
a nice cop, but his role is to keep the War from becoming a hot one, or
getting revealed to the mundanes. And he does that. Demons are his
jusisdiction. Angels are not, and will generally be released back to
Dominic (no matter whose angels they are; he can explain they were
dealing with the Game) with only a few Forces missing, only a little
dissonance, and only mostly terrified. And possibly Geased if that
can be arranged.
Emphasize the gambling aspects of the Game. Even its Prince will be
favorably inclined to a gambler and a gamer, and willing to sit down
for a nice game of skill or (possibly) chance to decide whether or not
to kill someone, let angels keep someone, etc. A bit more emphasis on
_fair_ play, and following better-known-than-default Rules.
Of course, these are the sort of demons who still say things like,
"Good show, old sport! You nearly got away from us! Time to come
along to the torturer's chamber now. Buck up! Maybe you'll know
something good so we can let you live!"
Or at least that's how I'd do that, off the top of my head.
