IN> relic costs

it's been a while since i read through the Liber Relequarum
<sp?>, and almost as long since i could find my copy.  worse,
the core rules on relics are anything short of clear.  i see the
limitations making them more expensive, but nothing to make
them cheaper.  what does it cost for a base relic?  all i see is
some wierd multiplier for celestial relics and something in there
about essence capacity.  all i want is a summonable silver
hammer...!  (no, not a carpenter's hammer, either, but please
don't anyone go Mjolnir on me, okay?)
