I'm not sure I'd agree. It depends how dark (not as in who is winning,
just as in generally dark) you have to get before Dominic figures
there's more to be gained by making the demons kill off each other
than from redeeming some low level flunky with no useful intelligence
who (Dom figures) would never be much more than a constant fall-risk
anyway. I don't think you'd have to push canon very far for him to
have this sort of view almost permanently (and use it as a
justification for collaborating with the game).
