Well, yes to the first but even in a Low Contrast scenario I don't 
think he'd turn in a selflessly-acting Renegade; he'd just redeem the 
guy, or see to an appropriate Superior doing so.  Low Contrast means 
redemptions and Falls are going to be fairly common anyway.
