Drat, it does not.

I'm inclined to make it GM's option. Essentially, that's a human soul
forming there. Human souls should not be yanked into celestial form
willy-nilly. Human souls should not be put "on hold" indefinitely 
if someone has two vessels. (Female pregnant, non-pregnant one killed!

I can't think of an optimal way to enforce that, though; being "anchored"
so that one is temporarily "Bound" is certainly one way, and possibly the 
one I'm leaning toward. Among other reasons, it provides an excellent sort
of trick for Kobalites to play on other celestials, if the Kobalite knows
CelFruition and can catch a fem-vesseled celestial at the right time for
the performance of the Song...
