There is likely already an Angel of penguins, although an Angel of Penguins 
under him/her/them would be an interesting addition. There is, of course, 
the limit of one force per 2 creatures, for 18 for a Domination of Animals. 
This would require some sort of McGuffin to break that limit...

Although an ethereal with such an ability would be equally MacGuffinny.
