IN> Roles, and how they come to be

Hello all,
Pardon me if I am dredging up some old discussion, but
I didn't seen anything in the FAQ or in the list rules
that was illuminating on the subject. So I ask,
How do roles "come about" in the world? Does a
celestial have to live out the role in order to
"establish" it? In principle, it seems, no matter how
they come about, that a celestial with an appropriate
vessel could "take over" a Role from another celestial
(given enough of a briefing, depending on how complex
things are) without disrupting the Role. Likewise, it
seems that a high rated Role could be gained by
creating a vessel appropriate to "step into" the life
of someone the celestial knows is dead, but whose
death is not known to the rest of the world.
The most important aspect of my question is whether
Roles can just "be created" (by sufficiently powerful
beings, of course). Can they simply weave the changes
into the Symphony without having any "grunt work" done
in establishing the Role? And would this be detected
by the other side?
Thank you.

"It is from numberless diverse acts of courage and belief that human history is shaped. Each time a man stands up for an ideal, or acts to improve the lot of others, or strikes out against injustice, he sends forth a tiny ripple of hope, and crossing each other from a million different centers of energy and daring, those ripples build a current that can sweep down the mightiest walls of oppression and resistance." Robert F. Kennedy
"A final victory is an accumulation of many short-term encounters. To lightly dismiss a success because it does not usher in a complete order of justice is to fail to comprehend the process of achieving full victory." Martin Luther King Jr.
