Apparently, you're taking "recreate" to mean "bring back an individual
who has been destroyed".
Note that Final Trumpet doesn't actually have Lilith bringing Mira
back, per se; they make a very clear point that the result of Lilith
and Blandine's intervention is a _new_ Bright, who - due to having
been built using Mira's remaining Ethereal Force - probably has access
to at least some of Mira's memories. It is impossible to recreate a
specific celestial Remnant, in the sense of putting its spirit back
together; the best you can do is to give it a new spirit, in which
case it is considered to be a new being. The Corporeal Player's Guide
is very clear on this point, as - I believe - is the core book; the
Final Trumpet is merely following suit.
So if that's not what "recreate" means, what does it mean? IMHO,
"recreating" simply means creating a new celestial using a Remnant as
raw material. I see no reason why that should be harder than creating
a celestial from scratch.
That said, I think that a case _could_ be made that the more the new
angel is like how the dead angel was, the more likely that it will be
able to access the dead angel's memories - presuming, of course, that
it has at least one Ethereal Force from the deceased. This would
explain why it's so important to recreate Mira as a Bright; if
Blandine were to use her remaining Ethereal Force to create, say, a
Menunite, she would probably have never been able to access Mira's
memories.
