...except that she _still_ couldn't make a Bright on her own when she
was restoring Mira in Final Trumpet. Word for word: "Lilith is the
only one who can create (or recreate) a Lilim, although she needs the
assistance of an Archangel to recreate a Bright." Take note: she
needs the assistance of an _Archangel_. A group of angels who are
willing to donate Forces for the cause won't do, despite the fact that
the Forces in question would most certainly have no infernal taint.
Although that _would_ make for an interesting non-canon spin on Final
Trumpet for an angel-oriented game: Blandine isn't involved in Mira's
rebirth, and Lilith ends up demanding eight Forces from among the
player characters in order to recreate her. Would the player
characters be ready to pay such a price? The upside, of course, is
that angels willing to donate Forces to bringing Mira back would
probably walk away from the ordeal Geas-free.
