Hmm.
Does Lilith ever make anything other than Lilim? She has no Servitors
except for temps, after all; no DP would give her a favor to do
something well within their own power; and Asmodeus would crack down
pretty harshly if she made any Frees of other Bands. So it seems that
the certainly wouldn't make any. Which leaves open the possiblity she
/can't/ make demons-in-general, only Lilim. (This is given as a
possibility in the Lilith writeup on e23.)
The question then becomes, why are the only Lilim Lilith can create
without angelic assistance demonic? Well, in the modern era, the free
Forces she usually deals with are provided by Demon Princes or ripped
from the cacophony of Hell (implied in the "Eater of Children" box on
p.16). If you're making a being from Hellish Forces, an infernal
being is a fairly natural result (even if you're really neutral and
your Lucifer-granted Word doesn't traint the result), and Lilith might
not have the power or knowledge to reverse the outcome even if she so
wished.
So, even assuming no "natural" taint in Lilith, she can only make
demonic Lilim because she has no ready supply of Heavenly Forces.
Which leaves open the possibility that, given a source of Heavenly
Forces, she could make Brights. Or possibly even just with access to
neutral Forces from, say, human infants. (But, of course, murdering
infants to make angels is going to piss off Heaven because of the
murdering and Hell because of the angels.)
