There are six chapters (if my online draft copy is reasonably accurate).
This is a quick summary (not the chapter titles):

 - The Tether lifecycle and Tether mechanics
 - All about Seneschals
 - The operational aspects of Tethers (people, defenses, etc.)
 - Using Tethers in campaigns
 - Sample Tethers for each major Superior
 - Adventure seeds involving Tethers

I can't really comment on how generally useful the book is, since I was one
of the authors and am therefore a bit prejudiced.  However, I don't believe
any of the Tether structure and mechanics information appears anywhere else
in any detail.

It's probably not a crucial book; it's perfectly possible to run a
campaign without this book.

However, if you want to run a major plot line involving Tethers (formation, a
PC wanting to become a Seneschal, or a group operating a Tether), it should
be very useful.  It should also be a useful GM resource for ideas for Tethers,
though the by-Superior listing is exemplary, and nowhere near exhaustive.
(An exhaustive list would have been very dull, I expect.)
