As long as the demon (generally Balseraph, but it's such a useful
Attunement for other Bands as well) does to the victim or is
understood to be in charge of whatever event transpires (flogging,
public nudity, or other activities), the Attunement would take in a
game I were running.  Say Betty Balseraph of Lust has snared an
inexperienced and up-tight human by way of her charm (Charisma
bonuses being quite likely for Lusties).  Now, with the promises of
unimagined pleasures, she takes hapless Huey Human back to
her dungeon.  From there, she can order him to strip, verbally
humiliate him, or physically assault him, and the Balseraph of Lust
Attunement would make any or all of these--potentially--
pleasurable (possibly permanently!).  Note that Betty prefers an
uninterrupted working environment, and prefers to avoid attacks
by investigating angels, so may retain Holly Human as her
Servant or "domina in training" for corporal punishments (as
Symphonic Disturbance is so... uncouth and inconvenient).  Betty
is in charge of whatever happens, even if Holly's holding the whip
(or whatever else), so whatever is done falls under the aegis of
the Attunement you're seeking to clarify.  To address the example
of public nudity, Betty might tell Huey to strip and follow her
outside; if he refuses or attempts to cover himself in any way,
she'll refuse to pleasure him further.  Now, this is clearly blackmail,
but with demonic WIll and the Bal of Lust Attunement, obeying her
command is also quite erotic, passerby or no.  In the same way,
Betty could make use of this to make sensory deprivation
desirable (blindfolds, bindings, breath-control, etc).

Whether Betty could afflict Huey with the desire to be whipped
while naked in public... I don't know that there's a ruling, and I
doubt there will be.  Probably best to leave between players' and
GMs' imaginations.  I figure, if it can be done, it can be enjoyed--
by that qualification, it falls under the purview of the Balseraph of
Lust Attunement.  Powerfully broad, but you have to get a victim
into such a circumstance as they're doing what you want in the
first place: those demons so favored are more likely to
orchestrate elaborate set-ups and make use of Fast-Talk,
Seduction, and other skills that let them take control of others'
actions--ditto a not a few Songs (whose names I'm naturally
blanking on at the moment... no matter--I've always seen Lust
as more of a covert operation, no pun intended, so the added
Disturbance Songs cause is generally unwelcome; YMMV
[Playing devil's advocate within my own parenthetical, one
might suppose that the look of horror on a mortal's face as
s/he is forced bodily to do what s/he doesn't want to do, and
has no capacity to stop his/her own limbs from complying with
an outside force, as well as the dawning realization that what
s/he wanted to resist feels so good, surrender comes naturally
afterwards... well, I guess some demons would delight in such
activities after all]).
