Unless I'm greatly mistaken, the rules in Heaven are the same as those
in Hell, Earth, the Marches and just about everywhere: it is impossible
to lie in the Angelic language, but perfectly possible to lie in
Helltongue, English, etc.

That does give me an idea though for an Ethereal domain where lying is
impossible, or even where inhabitants require Will rolls to resist
saying whatever is on their minds.  However, Douglas Adams had the same
idea about 20 years ago, with the planet of telepaths who had to resort
to constant vapid chattering to maintain any privacy.
