Which would probably either end up with a Seraph or an Elohite running
things in Heaven rather than having Malakim as the last two CotH.

OTOH, given that this would often require Creativity, you might end up 
with a Elohite of Creation attunement that is something like 

"For one essence, the Elohite may have the rules in Heaven apply to his
statements for the next 10 minutes, so that only true statements
(including those about the future) may be made. This may be ended by the 
angel at any time."
