Celestial interference usually voids a Destiny or a Fate. So here's an idea
for any reasonably powerful being which wishes to prevent souls from
going to Hell or Heaven (Lilith in the SSO might qualify):

Manifest on the center line during a pivotal match of the World Cup in
full Celestial form. Yell out about as much about Fate and Destiny as you
can before other Superiors swoop in.

Pretty hard for very many humans to *not* be Celestially interfered with.
