Pretty much. When assuming that heaven will rescue
you, it's worth remembering that they didn't stop
Lilith rendering children down to make Lilim.

And, of course, very few Hellsworn kids would die as
children. Most will go for a Corporeal force, so their
Body hits increase by 4 and their increased strength
should shrug off most diseases.

Other options to improve Hell's chances:
Grant the Oathtaking attunement to family
matriarchs/patriarchs, and have them teach each
generation of children to serve hell. For flavour,
mummify.

Have Hellsworn treated as royalty when they first
arrive at the gates, so they *demand* to be let into
hell.

If Heaven is actually stopping the kids getting into
hell, replace all of a child's Forces with Infernal
Forces and watch an Archangel accidentally disband the
child.
