In the broad sense, it's CDaU; angels are known to debate the
question.  The CPG goes so far as to establish that it's debated as to
whether /humans/ have true Free Will, or are merely doing what it was
foreordained by God for them to be doing.

In practice, by default celestials have as much free will as their
players wish, limited only by game mechanics.  The question of how
much free will the /players/ have is a debated point in real world
psychology, philosophy, and theology.
