To quote an angelic PC of mine "Well, it feels as if I do". 

If we assume that anyone has any free will at all, it is clearly the 
case that celestials' free will is somewhat constrained by their 
Choir/Band natures. So they don't have as much as humans do. On the 
other hand, strongly principled humans constrain their own free will in 
somewhat similar ways. 

Overall, absolute free will seems a pretty dubious concept in the 
INverse.
