As a dreamscape heads closer to a Tower, social
interactions become important. 

In Blandine's March, happy but self-centred dreams
change as they mingle in domains. Consider Seduction:
the CD of 6 that brought the dreamer into Blandine's
realm will be influencing another human, who has also
been equally successful. Lust turns into romance as
dreamers grow increasingly impressed with each other. 
Thus the ultimate 'summer romance' happens for
thousands of couples every night. Similarly, dreams
about knowledge and professional skills result in
valued conversations that create instant friendships.
Of course, not all skills are friendly. Weapon skills
are dangerous – not only can they turn a dream into a
nightmare of blood and pain, the low Mind Hits of
mortals means that ethereal death is possible.
Fortunately, weapons are being met by equally skilled
Dodges – initially, anyway. Further, a failed Dodge CD
6 will hurl the mortal into Beleth's realm – possibly
teleporting the dreamer out of harm's way! Possibly
this is why Beleth's realm exists – as a place for
dreamers to flee to when dreams turn sour.
The skill that will cause angels the most headaches is
Lying. (The linked skill of Emote can be channelled
into a Singing domain, of course).
Successful 'white lies' may be judged harmless or even
beneficial by her Elohim, of course. Meanwhile her
Seraphim may chose to prove that even the most
successful lie cannot hide the truth – especially
common when dealing with slander. Given the nature of
Dreams though, her best tactic is to 'expect' the
dreamer to live up to boasts, forcing the dreamer to
exercise any skills or virtues they have laid claim
to!

Meanwhile, angels need to keep the dreamers out of
Beleth's realm. This means actively improving the
dreamer's skills. This can be done short term with the
EthDreams, but when you have dreamers who have just
made superb Artistry/Knowledge(teaching) rolls,
permanent improvements can be arranged. Given that a
dreamer in Beleth's realm is likely to pick up a
Disadvantage worth 3 CP when they are ethereally
'killed', allowing dreamers to acquire Specialisations
for free seems reasonable. As mortals improve their
skills, their dreams would drift deeper into the
domain (or into other domains, closer to heaven),
until they achieve Mastery of the skill. A ring of
'university' domains would surround Blandine's Tower,
teaching, training – and researching. Close to the
Tower, angels seek out humans to learn, rather than
teach or protect.
