An Idea on this that may work for low tech would be to go back to the
basics. Use your hydroponic - food/air processing plants to make the
complicated cellulose needed for the explosives. As long as there is
enough sun in the asteroids to run a "greenhouse" you should be able to
produce limited amounts of organic explosives from the plant wastes (at
the cost of fertilizer and food). So the explosives would likely be
expensive but producible.
Keep in mind it has been more than a decade since I have had any organic
chemistry - so my details may be foggy.

Seriously, you're well into the handwave territory here -- the logical
consequence of this setup is "everybody dies". Not to say that
handwaves are unacceptable in SF, but applying realism probably won't
tell you much of use for setting design.
