Well, it is a fantastical setup... SF settings should have some 
grand hook to them or they all become pirate movies, ime.
This is why I am writing these pitches for my group 
Style settings: I am aiming at Fantasy with more than the 
guys-in-rubber-suits races. Non-cookie cutter SF Pirate movies or War
Movies.
I am tired of tolkien.

That said - you do raise a solid point.  Most of the 500 cubic km per person

they can theoretically access is full of inedible and unfarmable 
metal.
