Lots of processing hardware might be required, as well as several
megawatts worth of power plants. There are many kinds of explosives,
so what kind one should ideally make would depend on what kinds of
raw materials are present on the specific asteroid or cometlike body
in question. Hydrocarbons like frozen methane are entirely plausible
raw materials, as is water ice and various metal oxides.

If advanced nanotech is available and industrial blueprints are also
available (or can be made), just shovel enough dirty asteroid/comet snow
into a minifac, give it some time and out comes small chunks of plastic
explosives.
