Depends on the tech level, as well as the intent of the rocket users.  The
missiles being rained down on Isreali citizens are relatively crude weapons
where access to guidance manufacturing systems are a touch beyond the local
capabilities to manufacture.  On the other hand, a TL 2 version of rockets
or TL 3 version of Rockets as utilized by the Chinese (or was it Korean?)
militaries way back when, just might be the ticket.  A low tech neblewhefer
(sp?)  ;)
