No breathable atmosphere. It's a nasty bunch of sulfur compounds.
There's a native biota, but there's not enough insolation to make
terraforming straight-forward. When it was first settled, a set of
orbital mirrors were built, to increase the insolation. About the
time that was starting to change the environment, there was a nasty
civil war, which resulted in the destruction of all but one mirror,
the beanstalk, and killed several tens of millions of people. There's
tension among the factions in control; some would like to increase
bio-rehabilitation, others don't, because it would reduce control of
the orbitals. The pro-terraforming faction are currently ascendent,
but nothing much has yet happened.
