Hey, this is GURPS. If people want to play
"might-as-well-be-Traveller" with a cultural landscape from the
Fifties plus Rayguns and Spaceships at TL10, they should be able to.
Which is why the books recommend that each individual GM decide what
"Tech Level 10" means for that campaign, and make a small effort to
describe the culture of that setting. You're mixing your (or at least
a specific setting's) expectations of what TL10 means with the general
concept of tech levels.
Now, the expectations of this specific settting we're talking about
might match yours, but "TL10" does not equal "pervasive surveillance
and minifacs" for all games.
