It's a zero-point feature in Bio-Tech on page 212 in the box in the upper left hand corner of the screen.  It is meant for Early Maturation... ie giving the early maturation age that comes with Short Lifespan but without the shorter lifespan.  You *could* adapt it however so as to half the maturation age if you have Extended Lifespan.  Since it's zero cost, it wouldn't be +40%.  As for the reduced cost of Self Destruct, that sounds right.  Hope I helped some.

No problem. I do not have Bio Tech at least not 4e.

It should be worth something, as a race that can mature quickly to 
reproduce, yet still live a long life may rapidly out compete others.
