Reflex comes closer, but the mage still has to trigger the spell at 
range penalties from him self to the person he cast it on, and the 
distance from that person to the victim. (as per the example in Magic 
3E.) This means he has to see what is going on in some fashion.

Reflex along with Beast Possession or Rider Within could solve the 
dolphin ship sinking as well.

It is only mentioned once, but Reflex can be used to cast the prepared 
spell at any time, not just in response to an attack.
