You don't have to. In vacuum, Fusion Ram Rockets function
as Fusion Rockets, and those are effective enough to lift 
reaction mass for reentry all the way into orbit and back. 

A shuttle with 17% reaction mass has a delta-V of 86,000
mph (or 38 km/s), which is three or four times what it 
takes to go to low earth orbit even without ram rocket 
use during takeoff.
