That is for aerobraking. My shuttle design has enough delta-V
to brake using engines.
Of course one could assume something like "a failled piloting
roll during powered reeentry stresses ships like aerobraking,
a critically failed roll is like ordinary failed aerobraking."

The way the rules work, the frame can be much more expensive
than the armor. It should wear out, too, since we're talking
about structural stress.
