Unfortunately that is very difficult under the Spaceships rules. You
get to take 20 systems, so taking better ECM means less of something
else, or whatever. Power comes in "power points", and one point more
or less is a massive difference ...

Mixing TLs may be a way out, but it makes the vehicle design rather 
'untidy' and difficult to share with other gamers.
