i have been rethink my idea based on new information I have read

the network is based cell phone like network with peer to peer support
based on the TerraNet AB (http://en.wikipedia.org/wiki/TerraNet_AB ) idea

if data (websites) are request the network is asked
the network is a distribute data store (http://en.wikipedia.org/wiki/Distributed_data_store), ever computer device must offer some space on their hard-drive
if there are no reply, the next level in the network is asked (LAN to CAN to MAN to WAN to the internet), or until there no more networks to ask
if there is an answer, the answers are sort by newest to oldest, the newest is request and the links, images and media to one level bellow the page are requested also
if any part of the network is uncontactable the request is store until that part of the network can be contacted
