what about using pressurized tents?
the airlocks are going to be used underwater and at 40,000+ ft (12,000+ m) altitude

You mentioned force fields added to TL9/10 technology. Under
VE rules Vehicles-scale forcefields are TL11, and forcelocks
appear at that TL, so your background could have forcelocks,
too (simply subtract 2 from the TL of any force field tech). 
A forcelock with a rD cell could fit into an shipboard
survival kit, but not a personal one. 

By TL12, that means one TL after vehicular force fields are
introduced, personal shields appear. One listed drawback is 
that the operator needs life support, and that means they 
must be pressure-proof. The GM has to answer difficult 
questions like how many atmospheres it can hold, and how 
that affects power use.
