The rules are pretty basic - the maintenance requirement is 
based on cost and some quality modifiers (fine, cheap, etc.). 
Usually it takes the mechanic skill and a workshop, but the 
rules allow other skills. What that had in mind was probably
carpentry for oxcarts, but I prefer to assume that most of 
the maintenance for this thing is done by remote computer
connections :-)
