Actually there is currently a lot telecoms infrastructure work going on in
Railroad right-of-ways right now. Couple that with a renewed interest in the
rail infrastructure.  Though new projects have their approval pending on the
price of gas. Infrastructure is a big blind spot at the federal level
(though with the recent economic upheavals talk of of working on it has come
to the front again.)
