What is the control level of your local government? While there are quite a
few "For Profit" utilities in the US, most are still Quasi-governmental
entities. Governed by strict regulation. Their actual form is as diverse as
the populations they serve.

It comes down to what are your fictional societies core "Human Rights", then
you can figure out the crunchy bits.
