When I asked Kromm about this many years ago, what he said amounted to
that it only works on subjects with no gap in solid material between
them and the earth. So victims on upper floors are safe, as are flying
subjects, those in cars, people on the ground floor above basements and
crawlspaces, people in cars, and those in the water but not resting on
the bottom.
Of course, if the caster has enough energy to Entomb the entire
building, or car, or body of water....
