The Vehicles rules are all-or-nothing. WIG (called flarecraft)
get extra lift, which reduces stall speed, but the ceiling is 
limited to max(6', sqrt(wing area)).

I did a flarecraft using the big (32-MW) fusion reactor from
the cargo lifter. Twice the payload, 2/3th the speed, $3.7M.
