It isn't just any bulldozer. It is the special spaceborne first-in model. 
One could do without the rad sensor, but the direction finding helps 
on worlds where local beacons replace GPS. Technically that could 
be simulated as TL6+ nav instruments, but there would be no maps
or sextants, so I've choosen the radscanner. Alternatively, I might
have mounted laser rangefinders, but they are not omnidirectional
and the operator would have to worry about tracking the right 
reflector.

Lights and siren are $50 and a zero weight/volume. Running 
lights are in proportion to the vehicle size, but the dozer has 
oversized lights for a 50-cf vehicle.
